The best way: report this with the report button. So the da-admins can decide.

1. The admins are away for the weekend. Help Desk always takes the weekend off.

2. dA Admins never take a report of stolen art seriously unless the Original Artist who made the picture actually makes the complaint. It's a major reason why screencap manipulations stay on so long.
